University Endowment LandsLocated between the City of Vancouver and the
University of British Columbia, the University Endowment Lands is an
unincorporated community of approximately 3,000 people with a wide range of services and recreational opportunities at its
doorstep.
The University Endowment Lands (UEL) is a separate jurisdiction from the City of Vancouver and the
University of British Columbia (UBC). As an unincorporated area, the UEL does not have an elected municipal Council. Instead, the provincial government is the governing body, and is administered through the Ministry of Municipal Affairs and Housing under the University Endowment Land Act. This legislation enables the Minister to, amongst other things:
The Minister of Municipal Affairs and Housing appoints a Manager who is responsible for the day-to-day administration of the UEL.
Decisions made by the UEL Administration are guided by UEL bylaws. With a permanent staff of 18 and an annual budget of approximately $10 million, the Administration manages the Planning and Building regime and performs basic municipal functions, including:
Administration and operational expenses are recovered from property taxes, and revenue received mainly from water sales,
parking meters, and building and development permits. There are two key stakeholders that provide advice to the UEL Manager - the Community Advisory Council (CAC), made up of elected representatives of the four neighbourhoods in the UEL, and the Advisory Design Panel (ADP), made up of technical representatives. Each appoints directors and elected community representatives on the CAC.
UEL Community Information Initiative
In January 2017, the UEL Community Information Initiative was undertaken to help create a common understanding about the nature and operation of the current UEL and to provide community members an opportunity to share their views about living in the UEL.
