Michael Farnworth (1997 - 1998)

Michael FarnworthMike Farnworth entered Cabinet in 1997 as the 19th Minister of Municipal Affairs (1997-1998). A highlight of his tenure was the Protocol of Recognition Sub-Agreement reached between the government and the Union of British Columbia Municipalities (UBCM). The agreement initiated a process of legislative reform, known as Municipal Act Reform, designed to create a new foundation for local government. In the Spring 1997 legislative session, the Province put forward 224 sections of amendments to the Municipal Act and other statutes in order to continue streamlining and furthering local autonomy. Authority was also provided to create a new class of municipality known as an “island municipality” for incorporations in the Islands Trust area. Conservation was also on the agenda as the Province enhanced local governments’ authority to protect the environment, particularly in riparian areas.

Farnworth was elected to Port-Coquitlam City Council in 1983. He was re-elected twice before entering provincial politics. From 1991-2001, Farnworth was the NDP MLA for Port-Coquitlam. Starting in 1997, he held several cabinet portfolios, including Municipal Affairs and Housing, Employment and Investment, Health, and Social Development and Economic Security. He was also the Minister Responsible for Seniors. Farnworth returned to the legislature in 2005, as the MLA for Port-Coquitlam-Burke Mountain. In 2009, he was elected in the re-established riding of Port Coquitlam.
