Ken MacLeod

Educated in economics, Ken MacLeod joined the Ministry of Municipal Affairs in 1975, working closely with the ministry executive. 

He was first appointed as a policy leader for the combined Ministry of Municipal Affairs and Housing in 1977, and remained as head of the Policy and Research Branch (PRB) in 1979, when Municipal Affairs once more became a stand-alone ministry.

Under Ken's leadership, PRB led important policy initiatives on matters such as local government structure and organization, revenue sharing, local government finance and taxation policy, resource town policy, and various legislative initiatives. Ken was promoted to serve as assistant deputy minister in 1986, and deputy minister for 3 different periods.  Ken retired in 1999. 

   
In a January 21, 2009 interview he was asked about the rise, fall and rebirth of the regional district system, and specifically about why the regional district system persists.
