Partnering AgreementA partnering agreement allows local governments to contract with external entities to provide public infrastructure, community facilities, and local services. Where the external entity is a private (for-profit) business, the partnering agreement is referred to as a Public Private Partnership (P3). The Ministry provides a number of guides regarding partnering agreements: Public Private Partnership: A Guide for Local Government (PDF, 361 KB) – The purpose of this guide is to assist local governments that are considering a public private partnership (P3) for the delivery of public facilities and services. The guide provides the dimensions of a P3 agreement, including considerations and best practices for preparing and implementing a P3. Statutory Requirements for Partnering Agreements: A Municipal Guide (PDF, 306 KB) - The purpose of this guide is to assist municipal councils and staff to better understand partnering agreements by consolidating and summarizing the principal statutory provisions governing these agreements into a single guide. The guide is also intended to assist council and staff in understanding the various legal requirements for a partnering agreement and some of the options available to them.
